Michael Wiggin, P.Eng.
About Michael Wiggins
Michael graduated from the University of Waterloo in Civil Engineering in 1971. After working on municipal infrastructure and environmental impact for about 10 years, Michael joined the Natural Resources Canada, where he was the Director of Community Energy Systems from about 1984 to 2001. During this period he was the Canadian member, and later the Chair, on the IEA District Heating and Cooling Technology Collaboration Party (IEA DHC TCP). He was instrumental in starting several modern district heating systems in Canada. On secondment, he helped the Federation of Canadian Municipalities start up the Green Funds, worked with the GVRD (Greater Vancouver Regional District) to develop a 100 years sustainable development plan (citiesPLUS) that won an international award in a competition sponsored by the International Gas Union. Back in Ottawa, he worked with Public Service and Procurement Canada to convert their aging steam district heating system to lower temperature hot water to improve efficiency and facilitate decarbonization. This will be commissioned with an official opening at the IDEA conference in Ottawa in June. In the last three years, he worked with others to found the Boltzmann Institute with a general objective to reduce harmful emissions from human energy use with a special focus on thermal energy planning, thermal energy systems and sector coupling of electricity and thermal energy systems. During the last two years, Michael has been active on the OSPE Energy Task force contributing special expertise on thermal energy systems. He has been the vice chair of the Energy Task Force for the last year and is promoting international linkages and technology transfer.
